Unlock Final Valley:
This tells how to unlock the Final Valley stage. You need

Final Valley stage - Do both of their S Rank missions and
get rank Head Ninja or Hokage.
Unlocking Pain and Zetsu:
Pain - Beat every mission with each Akatsuki member
with a Hokage rank
Zetsu - Use Susan-o 5 times with Sasuke in vs mode
